Form new small (home) groups.

*Find in Acts 2 what the Holy Spirit enabled the converts to do, to form the first church, which would be called a cluster of house churches or cells today.

*Find in Exodus 18 an example of how to start and coordinate many new home groups or ministry teams.

If you work cross-culturally, be aware that some leaders will try to suppress anyone who might rise up as a new leader, for fear that their own power will be challenged or diminished.
